A New Local Government Act for Victoria: Key points

The Minister for Local Government, Marlene Kairouz, released the Local Government Bill 2018 on December 12, 2017.
The draft Bill aims to achieve:

  • stronger governance processes by councils by introducing governance principles
  • stronger community engagement and public transparency in council decisions
  • consistent representation structures and voting methods for council elections
  • long-term outcomes for the community through the adoption of community, asset and financial plans by councils

The draft Bill will replace the Local Government Act 1989. The Exposure Draft opens for public comment from 12 December 2017 to 23 February 2018.

Once passed, the new Act will be implemented over four stages, with the final stage being implemented in line with the 2020 general council

Stage 1 (1 July 2018): Introduce key elements of new legislative framework

Stage 2 (1 July 2019): Councils to develop and adopt key policies under the framework.

Stage 3 (1 January 2020): Councils to implement key elements of the new framework.

Stage 4 (30 October 2020): Provisions commence with the new council term.

The VLGA will also be hosting councillor briefing sessions in early 2018 in order to inform our feedback to the Government on the Bill.
