Governance By Design
Late in 2014, the VLGA Board approved a proposal to establish four Governance by Design Panels (GBD) all of which have now been completed. The purpose of these Panels was to provide informed advice to the Board about particular issues affecting the way councils and communities govern together.
Each Panel has its own Terms of Reference (included on each page), outlining the scope of the Panel’s work. In practice, many of the ideas and topics for discussion bleed across Panel boundaries.
Panel membership drew on a mix of practice, policy and research expertise from local government, the community, the non-government sector and the tertiary sector.
The 4 Panels were:
- Governance by Design Panel 1: The role of local government governing in collaboration with other tiers of government
- Governance by Design Panel 2: Financial sustainability
- Governance by Design Panel 3: Community governance
- Governance by Design Panel 4: Metropolitan governance
