The Harper review in Competition Policy and Local Governement

After a period of consideration, the Federal Government has released a response1 to the final report of the Competition Policy Review (the Harper Review, after Chair Profession Ian Harper).

The Review examined the status of Australia’s competition framework, 20 years after the last major review. 56 recommendations were made across policy, laws and institutions. In its response to these recommendations, the Government has stated its acceptance of the majority, adopting an approach that has been called by commentators ‘good economics and smart politics’2, working with the States and Territories.

Local government was not part of the formal proceedings around the last set of competition reform and the VLGA’s advocacy is premised on the view that it should be, simply because many of the recommendations that have been made will clearly have very significant and direct effects on the operation of councils.

This document adds to the previous commentary and advice by the VLGA to its members. In particular, it focuses on the following 10 recommendations that are particularly pertinent for local governments.
