A Training Package for responding to Gambling Application



The State Government has established a new process for local governments to input into the placement of poker machines in local venues. Its Gambling Legislation (Responsible Gaming) Act 2000 requires that the social and economic impact of poker machine proposals be considered in terms of how they affect the well being of the community.

To assess this local governments are now given an opportunity to prepare local Socio-economic Impact Submissions for the Victorian Casino and Gaming Authority (VCGA) in relation to applications to increasing the number of poker machines at existing venues or for the approval of new premises.

To maximise the participation of Councils in this process the VLGA’s Local Government Working Group on Gambling (LGWGOG) has developed a Training Package aimed to assist in the preparation of these impact statements.

    The Training Package includes:

  • Written Guidelines – (The Local Government Guide to Applications for increased electronic gaming machines on new premises)

  • Software - Pokie Application Response Kit (PARK)

  • A presentation on how to use the PARK package



    How this package can help you:

    The Guidelines follow the format of the Submission Form for Local Authorities and goes through each question helping with the following:

  • Explanation of Questions and terms used

  • Sources of data – including on-line, central (ABS) and locally based information (PARK provides much of this demographic data itself)

  • Standard responses to some questions

  • Guidelines for the analysis of the veracity of applicant’s claims

  • An analysis of some of the expectations of the VCGA and the usefulness of the questions - thus helping prevent time wastage on questions which are either impossible to answer accurately or unlikely to elicit useful information



    The PARK Software Package is designed specifically to enable local governments to utilise the opportunity provided by the new poker machine planning process:

  • It creates localised reports and emphasises social factors as well as economic ones

  • It contains an input form with 14 straightforward steps for existing venues and 18 steps for new venues

  • An automatic output report for both existing and new venues
